Illinois Bonded Vehicle Title Guide

Illinois lets vehicle owners who can’t produce a clean title apply for a bonded title through the Secretary of State’s Electronic Registration and Title (ERT) system — and almost the entire process can be completed without a trip to Springfield.

How the Bond Amount Is Calculated

Illinois requires a certificate of title bond equal to 1.5 times your vehicle’s appraised value, with a $100 minimum. You’ll need an appraisal to establish that value before you can shop for a bond. The bond itself isn’t free to purchase — expect a one-time premium of roughly 1.5% of the bond amount, also with a $100 minimum, paid to the surety company that issues it.

Required Forms

  • Title and Registration Application (Form VSD 190), completed through the SOS’s Electronic Registration and Title system
  • Your certificate of title bond
  • Supporting ownership documentation (bill of sale, prior registration, etc.)

Filing and Fees

Once your bond is in hand, you submit the completed VSD 190 packet along with the $95 application fee and your supporting documents to your local Secretary of State branch office. Illinois processes most bonded title applications in 4-6 weeks, though it can run longer if the office requests additional documentation.

How Long the Bond Stays Attached

Illinois bonds remain on file for three years from the filing date. If the Secretary of State isn’t notified of a claim or lawsuit against the bond during that window, the bond is returned and you become eligible for a standard, unrestricted Illinois title — no extra application required, though you will need to request the conversion.

What happens if someone files a claim against my bond during the three-year period? The Secretary of State will not release the bond until the claim is resolved, which can delay your conversion to a standard title well past the three-year mark — this is uncommon, but it’s the main reason to keep your supporting ownership paperwork even after you file.
